The City of Darlington desired to update their outdated Comprehensive Plan which was completed last in 2003. The SWWRPC met with the city council and a timeline was established. After creating a Comprehensive Plan Committee in early 2022 extensive public outreach began. The SWWRPC created community surveys in both English and Spanish as a reflection of the community’s demographic resulting in a very high participation rate. The results of that survey guided engagement with outgoing High School Seniors and established themes for three public open house meetings held in May of 2022. Again, high public participation was enjoyed. The plan developed with meetings during the course of summer and fall of 2022. The ‘Core Values’ for Darlington included; Diversity of housing availability, Inclusivity, Intergovernmental Coordination, Outdoor Recreation, Small Projects, and The Power of Industry. The plan’s recommendations were based upon those core values as the needs expressed by the citizens. As a result, the city will focus on a list of actionable items to be implemented over a ten-year period ranging from simple to complex. The plan was adapted by the City Council on January 3rd, 2023.
